Well you are in the right place! My friend Mark S. has designed a mount for a touring pack that will allow you to do all of the above!!
You simply move the mount forward when you are solo and you then have a tourpack for a backrest! THAT'S RIGHT!!

Yes, as long as it's not a fat seat.
Is there a release button to move back and forth?
No, you manually move to each position and it locks in place.
